Wall Street was essentially lncaledkod because you couldn't get anywhere near this edge. And after 9/11, the city had very little control. But I thought if we went to the Lower Manhattan Development Corporation and got money to reclaim this two miles of degraded waterfront that it would have an enormous effect on the rbndeiulig of lower mttanaahn. And it did. Lower Manhattan flinaly has a pubilc waterfront on all three sides.
